A chromolithograph of Stephen C. Phillips. He is seated in a red backed chair, wearing a black suit jacket, bowtie and high white collar. The frame is gold painted wood with ornate plaster flowers and vines attached to give the appearance of carvings; plaster is also gold painted. Inside edge is oval.
