Fragment of border(?) of two American flags on staffs crossed; shield of 13 stars and 13 stripes in center. Eagle with striped flag and one star sits atop shield. Below shield are two smaller flags with one star and six stripes. Larger flags have 49 stars and 11(?) stripes. Printed in red, blue, three browns on light ground.
