Description

Hoop skirt of cotton-bound graduated iron wire hoops. Lowest hoop 3/16" wide iron strap. Hoops set at 1 1/4" interval held by brass rivets to 9 white cotton tapes. Held to waist w/ white cotton tape and white metal (?) buckle.
