Hoop skirt, possibly for a child. Made of 10 graduated cloth-bound iron wires suspended by 7 white cotton tapes riveted to hoops w/ steel. Top 3 hoops open and bound w/ leather. Held at waist w/ cotton tape and steel buckle.
